Contact Email for Attorney General of New York? My Step dad neglects his responsibility.?

We actually heard a news from the radio here in the Philippines that if my step father neglects his responsibility with my step siblings, we could file a complaint with the attorney general of New York. Anyway he's just a naturalized American, and he really was born from the P.I. We'd like to try it since the last money that he have sent to support his children was like a long time ago. But the problem is, we can't call the number of the Attorney General's Office since it will cost more due to long distance fees. Now, anybody knows Andrew Cuomo's email? Or maybe can you give us any legal advices that we could use? Thanks a lot.
