Girlfriend got in car accident without a drivers license in new york?

my gf just got in a car accident while driving without a license (she has a learners permit). Her ******* stupid mom has been letting her drive by herself for months now and this was bound to happen. The accident was her fault, shes 17, and only has a learners permit. This is in New York. The accident wasnt very serious and nobody was hurt. Obviously she is totally ****** (i already know) but what kind of consequences will she be facing?
